I think Schramm is a great and really creepy serial killer flick.
Check out the book Bad Blood published by Creation Books. It's a detailed account of actual killers, their crimes, and all the films based on their crimes, even loosely. Great cinematic reference if you're into the genre or just a creepy and interesting flip through/read.

There is probably some kind of statistic, where one out of (10,000, 20,000, 30,000, etc) will have a particular kind of mental illness that would lead them to want to kill lots of innocent people. If you factor in that only part of the population use and/or have access to guns and that takes the statistics up even higher.
Add all these things together and it would make sense that random shooters are a relatively recent phenomenon.
There have been many serial killers in the past - many of them in societies where most people had no legal rights whatsoever
